It's pretty simple to make a render (Either a real person or not) look like a vector.
First: Go to Filter>Blur> Gaussian Blur, setting: 9
Then press ctrl+shift+f and put the settings as 100% on Darken.
and that's it!

Somewhat simple. Still a cool effect. I assume you are starting some kind of series of tutorials and such? That'd be really cool. I'll definitely follow along if so. I am a complete photoshop/GIMP noob. LOL
